I would try that before replacing the drive I just had that same thing happen last week, with a USB floppy no less.
Replaced the disk with another one and it worked fine If they all don't work I would recommend slipstreaming it if you can. There are some quick guides that really work well and take only steps.
I just ran through this last week with my PowerEdge SCs. Spent more than enough time trying to configure an unattended install and came across this MS article saying it can't be done with W2K3.
And again, the point of failure now is not when trying to copy files, but before that. I had this same problem, went through the same steps including formatting , then changed floppies and it worked.
